Where they agree

Both are among the most widely read self-improvement books ever published, both use habit in the title, and both argue that who you become is the accumulation of what you repeatedly do rather than what you occasionally decide. Both also put character or identity ahead of outcomes, and treat goals as downstream of the person setting them.

Where they differ

The word habit means two different things here. Covey’s habits are dispositions, closer to principles of character than to routines: be proactive, begin with the end in mind, seek first to understand. His real subjects are priorities, integrity and how you treat other people, and roughly half the book is about relationships, which Clear never touches. Clear’s habits are literal repeated actions with a behavioural mechanism attached. Covey is also visibly of 1989: long, abstract, morally earnest, and full of corporate and family examples that have aged badly.

Atomic Habits, for almost everyone. It is a fraction of the effort and leaves you with something to do. Read The 7 Habits first only if your real problem is that you are busy and productive on things that do not matter, because that is the question Covey is actually asking.
